Milestone Data Migration Retool

The current process for moving Barrington Atlas data into an xml format ready for upload to Pleiades will not scale. It is dependent on proprietary tools and monolithic binary data formats (MSAccess) as well as reams of Visual Basic code, and is poorly documented. Porting the process to use python, xml and xslt will facilitate scaling, verification/validation, documentation and modification, and will better align the process with the development tools and methods employed by the project as a whole.
