Greek transliteration of names is haphazard

Description (Last modified by thomase)

The current code for doing Roman transliterations of Greek does not fully implement the transliteration mechanisms used by BAtlas, which we said we'd follow. At r1411 prose describing these procedures was added as a comment to ws_grek.py. We also need to do some enforcing and converting as necessary (above this level) to Unicode Normalization Form C for Greek and then take this assumption into account in writing and running the Greek transliterator. We should look at whether code from Ben Armintor's python port of Hugh Cayless's Greek Transcoder might make a better basis for our transliteration mechanism in general. That code is currently in the IDP1 SVN repos (closed) at CCH at King's College, but will move to ISAW in the next month or so.
