Establish Pleiades Web Map Service

Establish an OGC-compliant WebMapService for map layers need *in* Pleiades. Note that this is/may be a different thing from EstablishAWMCWMS! This WMS would replace, for example, the physiography currently pulled from the www.demis.nl WMS.
